Although tradition names Shapur (Zippor) ? (The Midianite) (Habiru Confederation - Jasher, ?) as the father of Balak, it is unlikely that this is a direct father son relationship based on traditional dating, however if one remembers that Balak was king during the tenure of Aaron as the leader of the Habiru then Zippor could well be the father or grandfather of Balak (due to the disparity in ages). Balak was likely also a relative of Samson Shemish the Nazarite, putting the time of the Judges of Israel at a period prior to the exodus. Biblical accounts which suggest that this Balak was a contemporary of Balaam may be allegorical. There may have been an elder Balak who was a contemporary of Balaam. A careful analysis of the blessings of Balaam also reveal that the history of Israel is older than the Habiru Egyptian Exodus and that the Hebrew exodus was an intrusion into what had previously been tributary lands of Israel...(The reign of the Judges of Israel predates the Exodus).
