Charles Marsham, 1st Earl of Romney was born on 28 September 1744. He was the son of Robert Marsham, 2nd Baron of Romney and Priscilla Pym. He married Lady Frances Wyndham, daughter of Charles Wyndham, 2nd Earl of Egremont and Hon. Alicia Maria Carpenter, on 30 August 1776. He died on 1 March 1811 at age 66.
He was educated at Eton College, Windsor, Berkshire, England. He was educated at Christ Church, Oxford University, Oxford, Oxfordshire, England. He held the office of Member of Parliament (M.P.) between 1768 and 1774. He held the office of Member of Parliament (M.P.) for Kent between 1774 and 1790. He was president of the Marine Society in 1793. He was member of the Board of Agriculture in 1793. He succeeded as the 3rd Baron of Romney, co. Kent [G.B., 1716] on 16 November 1793. He succeeded as the 5th Baronet Marsham, of Whorn's Place, Cuxton, Kent [E., 1663] on 16 November 1793. He held the office of Lord-Lieutenant of Kent between 1797 and 1808. He was created 1st Viscount Marsham [U.K.] on 22 June 1801. He was created 1st Earl of Romney, of the Mote [U.K.] on 22 June 1801.
