Notes
was educated at U.S. Military Academy, West Point. He was Aide-de-Camp to General Philip Sheridan between 1873 and 1881. He retired from the military in 1881, with the rank of Lieutenant-Colonel. He was U.S. Minister to Austro-Hungary between 1889 and 1893. He held the office of Police Commissioner of New York City between 1894 and 1898. He gained the rank of Brigadier-General in 1898 in the service of the Volunteers. He fought in the Spanish-Amerian War in 1898. He gained the rank of Brigadier-General in 1901 in the service of the U.S. Army and gained the rank of Major-General in 1906
